Welcome to July's Council newsletter
We have another busy time ahead with lots going on right across the Harborough district.

As well as a great deal of positive activity at play areas and parks; we are also supporting businesses and tourism with our Classic Car Show which is a big event in the East Midlands social calendar. This year it's set to be bigger than ever and I am pleased that even more streets will be lined with vintage vehicles and more businesses will be open to benefit from the increased footfall.

We're also ensuring our car parks meet the needs of residents and shoppers - and therefore businesses - which is crucial for the strength of our local economy.
 
Have your say on 'drinking zones'
Your views are wanted on Public Space Protection Orders which are controlled drinking zones in Lutterworth and Market Harborough town centres which help prevent anti-social behaviour.

They are have been in place for three years and, as part of a review, a decision will be made whether to withdraw or renew these orders.

Emergency action to tackle climate issues
Tackling climate change is a global issue and a huge challenge facing us all.

That's why Harborough District Council has joined other local authorities in declaring a 'Climate Change Emergency' with the aim of being 'carbon neutral by 2030'.

An action plan will now be developed to ensure all Council decisions are made in line with achieving 'carbon neutral status' over the next decade.

The move continues our commitment to tackling environmental issues and climate change.

In 2015, we adopted a Climate Local Action Plan. This has contributed to a reduction in the Council's carbon emissions by a third over the past decade.

We will also be switching to a 'green energy' supplier for our electricity (from only renewable sources) from October.

Join forces and save on your energy bills
Would you like to join others in saving money on your energy bills?

If so, our new 'Switch & Save' scheme being launched in August is just for you. The initiative helps residents save money by switching to lower energy tariffs as part of a group.

If you don't know how to switch energy companies, or just lack the confidence to do it, 'Switch & Save' can help you save money.

All you need to do is sign up to the scheme whereby energy companies bid against each other to provide the lowest tariffs.

Once a price is fixed, residents who have signed up to the scheme have a choice of whether to proceed and sign up with the new supplier. There is no obligation for the resident to switch if they choose not to.

Classic car show is back - and bigger!
It's back and bigger than ever!
Market Harborough's Classic Car Show - one of the biggest and best in the Midlands, - returns on Sunday 7 July 2019.

With some of the most amazing retro cars, motorcycles, scooters and commercial vehicles from across the country lining the streets, it's not to be missed.

There also be live music from Luke Truth and Anne Marie Marlow, plus 60s band Route 66 and Jubilee Brass.

Tesco is to sponsor and present two of the awards again this year – Best in Show and Best Motorcycle. We also have a new award this year for Best Campervan. 

Families should head for the Children's Zone in Manor Walk, where there will be face painting, a photo booth, Punch and Judy, candy floss van and a vintage-dress competition.

Car parks to be improved for all
"Having excellent car parking facilities is vital in terms of supporting businesses and the local economy."

That is the message from the Leader of the Council after it was confirmed £250,000 will be invested into improving Council-owned car parks, to ensure they continue to meet the needs of shoppers, visitors and residents.

Improvements are planned at the George Street, Chapel Street and Church Close car parks in Lutterworth, and at the Market Hall, St Marys Road West, St Marys Road East, Welland Park car parks in Market Harborough and Scotland Road in Little Bowden.

More 'pop and shop' (free 30 minute max) bays are also being created in Station Road, George Street, and Chapel Street car parks in Lutterworth.
 
Students learn reality of dangers on road 
Virtual reality goggles to experience the shocking aftermath of a crash is just one of the techniques being used to teach students in Lutterworth about road safety.

The sessions are being run by the Community Safety Partnership, which includes the Council, in autumn and cover the 'Fatal 4' - that is the four most likely things to cause an accident on the road - using a mobile phone whilst driving, drink and drug use, not wearing a seat belt and speeding.

Students at Lutterworth Community College will also learn about the dangerous effects of substance misuse, and past sessions have also included talks about life in prison.

It follows a successful session recently held at Robert Smyth Academy in Market Harborough.

As part of our continuing 'Day in the Life' series we asked one of our Lifeline Operators what they get up to on a typical day.

Harborough Lifeline is a home alarm service for residents who can alert our control centre in an emergency. Lifeline operators also monitor CCTV in the Harborough district.

Free yoga for all is back in popular park
Do you know your 'downward facing dog' from your 'lotus position'? 

If not, don't worry! Come along to FREE outdoor yoga sessions which are being held again in Welland Park after the Parkrun from 10am to 11.15am.

It's weather dependant but open to anyone throughout the summer months. There are a limited number of mats so please bring your own if you have one.

Sessions take place on the grass opposite the Welland Park café.

As part of our 'Healthy Harborough' campaign to get people active, yoga is a great way to relieve stress, improve flexibility and strength, lose weight, increase energy, breath better, be happier and improve concentration.

Giant sandpit to offer family fun all year

Get the buckets and spades ready as a giant sandpit will be unveiled in Welland Park in Market Harborough – to replace the Harborough by the Sea event.

The existing sandpit (Rose Garden end of the play area) in Welland Park's play area will be increased in size and new benches added to provide a spot for picnics.

It will be officially opened on Saturday 13 July 2019 at 2pm in time for the school summer holiday – and can be used all year long rather than for just a few days at Harborough by the Sea.
 
Three people hit with fines - don't be next!
Did you know that you have a legal responsibility for any household waste produced on your property and any rubbish removed from that property?

This important reminder comes after three people, all living outside the district, were fined by the Council for not checking whether people removing rubbish on their behalf were legally allowed to do so and had a waste carriers licence.

In just over a month, three separate cases of flytipping, where rubbish was dumped in country lanes in the district, have resulted in Harborough District Council successfully issuing fines.

Don't get caught out. Use a licensed waste carrier to remove your waste (you can also check if someone has a licence on the Environment Agency website.

Great work to bring colour to park
Nearly 16,000 bedding plants have been planted in Market Harborough thanks to the Council to ensure the town and local park comes alive with colour for the summer months.

A lot of hard work has gone into planting the plants in Welland Park with a further 3,000 planted by the Harborough in Bloom volunteers in the town who receive a grant from the Council to help get the town looking its best before the East Midlands in Bloom 2019 judges arrive.

Feedback from the public has been excellent and huge thanks must go to our contractor FCC Environment and the volunteers for their tireless work.
 
New clock is poignant tribute to lost heroes

A specially-commissioned clock, which serves as a poignant reminder to those who lost their lives during World War I, has taken pride of place at Broughton Astley Village Hall.

The decorative clock (pictured), which depicts the silhouette of a soldier, was presented to Broughton Astley Parish Council by the Royal British Legion at a special ceremony.

It was funded by Harborough District Council as part of its commemorations to mark 100 years since the end of The Great War.
 
Stay safe during the summer
Online safety, burglary, anti-social and nuisance behaviour and personal safety are the key issues being focussed on as part of the Safer Summer campaign run by the Harborough District Community Safety Partnership.

Follow @HarbCSP on Twitter and watch out for the hashtag #safersummer. There will be
social media messages on a different themes to help prevent crime and anti-social behaviour during the summer.

Some of these messages will include safety at home, what to do if you are going away, alcohol and drugs, how to stay safe online and respecting your neighbours.

We hope you will share the messages throughout July and August, and share them with your friends and relatives using #safersummer.
