Welcome to October's newsletter
This month we focus on creating a better life for people across the district, in particular, our more vulnerable residents.

Support for National Autism Hour is growing with Harborough Market and local businesses across the district getting involved. There's a free event for people with dementia, and there's an event to help spot the signs of people trapped in modern slavery. There's even chance to learn how to save a life.

We're also continuing to tackle environmental crime across the district with a new Civil Enforcement Officer and our successful 'Tip-Off' campaign.
 
Day in the Life of an apprentice
As part of our ongoing 'Day in the Life' series; find out what happens during a typical day for one of our apprentices.

We take a lot of pride in helping apprentices take their first steps into the world of work. They are not only gaining valuable experience but making a big contribution to the organisation.

Fly Tippers Prosecuted

A fourth person has been fined in three months as part of our 'Tip-Off' campaign, aimed at reducing fly-tipping across the District.

Whether it is just one bin bag, an old item of furniture or a truck load of rubbish, dumping waste on land that is not meant to be used for waste disposal is illegal.

Even if you pay someone else to dispose of your rubbish it is your legal responsibility to make sure they will dispose of it correctly.

We can issue a £400 fine to anyone caught, without needing to prosecute them through the courts. You could also face prosecution and a fine of up to £50,000 in serious cases if your waste ends up being fly-tipped.

Sporting memories at dementia event

Remembering sporting highlights and memorable moments from the past is the aim of a free event for people with dementia.

'Then, Now, & Forever', takes place at Harborough Town Football Club in Market Harborough on Tuesday 1 October 2019 from 1.30pm -3pm, and will feature exciting sporting memory sessions for people with dementia – and their carers.

Guests are encouraged to bring their own sports memorabilia and chat to other like-minded people about their sporting memories in a relaxed and friendly environment with a range of sports memorabilia on show.

Learn to save a life in one minute

Being 'aware and prepared' is the aim of an event at Kibworth Library on Friday 11 October, from 9am-1pm, where you can chat to a team of Community First Responders and British Red Cross volunteers who will be there to teach one minute first aid skills including CPR.

The event also runs at Harborough Market on Thursday 10 October from 8am-4pm.
 
LLR Prepared is the Local Resilience Forum that provides emergency planning for Leicester, Leicestershire and Rutland. On their website you will find information and advice on how residents, businesses and communities together can prepare for, respond to and recover from emergencies.

School trees pledge as part of Eco service
A symbolic gift of a tree will be presented to schools as part of a special church service.

Council Chairman Barbara Johnson will host an Civic Eco Service at the Methodist Church in Market Harborough on
3 October 2019 at 7pm attended by primary school representatives from across the Harborough district.

During the service the Chairman will ask the school children to join her at the front of the church, where they will collect a certificate, as her promise of the gift of the tree.  A planting and care guide will also be provided.

It is hoped these young trees - which are symbolic of the need to protect our planet - can then be planted and nurtured at the school, and be there for many years to come.
 
Local governance - your views needed
Views are being sought on whether parishes in the Harborough district best meet the needs of the local community.

As part of our 'Community Governance Review' we will be asking residents if they are comfortable with existing parish arrangements or if these can be improved – for example creating or merging parishes, parish boundaries and the number of parish councillors.

Existing parish councils and parish meetings will be consulted along with other stakeholders including local residents and local community groups and organisations, so they can put forward views and suggestions before any recommendations or final proposals are made.
 
The consultation will be announced on the Council's consultation page over the coming days.
 
District support for National Autism Hour

Local support is being shown for the National Autism Hour which is taking place during the week of 5 October 2019.

There are 700,000 autistic people in the UK. Over 99% of people have heard of autism, but only 16% of autistic people feel the public understand them.

To show support for National Autism Hour, participating shops and businesses across Harborough district - including Harborough Market - are turning down music limiting other noise, dimming the lights and sharing information about autism.

Tackling Environmental Crime

A new post has been created at the Council to tackle environmental crime across the district.

Stacey Deacon has joined as Civil Enforcement Officer (CEO) with the aim of raising public awareness, educating and providing legal enforceforment where needed. The role covers crimes such as littering, littering from vehicles, fly tipping, and dog fouling amongst others.
 
Clearly recognisable with an ID badge and Council uniform, Stacey will be arranging meetings with Parish Councils across the district. She has already been speaking with lots of residents during a recent walkabout to explain her new role and was warmly welcomed. 
 
Moving forward the Council will be looking for 'hot spots' and areas of concerns in urban and rural locations.

Residents are encouraged to contact the Council with any areas of concerns which will then be investigated via envirocrime@harborough.gov.uk
 
Modern Slavery Awareness Week

Would you know the signs of modern slavery?

That is what Leicestershire Police are asking as part of the #KnowTheSigns campaign.

Signs of Modern Slavery can include long labour hours, chaperoning, lack of personal possessions, malnutrition, and abuse, which police hope will alert people to come forward with information.

There is a modern slavery awareness week planned from 14-18 October 2019, and the Modern Slavery Action Group will be attending Harborough Market in the afternoon of 16 October 2019, sharing advice on how to identify and report suspicions.

If you suspect anyone is a victim of slavery or human trafficking contact Leicestershire Police by calling 101.

Choose your  sporting heroes
Nominations have been flooding in for sporting heroes across the Harborough district - but there is still time to put someone forward for an award!

We are accepting nominations for the
Harborough District Sports Awards, up until 13 October 2019 so get yours in by visiting the website.

The popular awards, organised by Harborough District Council and the Local Sports Alliance, recognise and celebrate the great sporting achievements and physical activity projects that are taking place across the District.
 
From athletes competing at a high level in their sport, to inspirational seniors participating in their later years, to the tireless volunteers and invaluable coaches and instructors who contribute to making Harborough a great District for sport and physical activity - make sure you nominate them today!

Community Litter Pick 
 
Volunteers have been helping collect litter with help from the Council.

Small Town Eco Warriors started as an Instagram account communicating ways to improve the environment.
 
In a bid to tackle litter along the stretch of the Millennium Mile by the river, in Market Harborough the group posted an instagram story inviting followers to take part in a litter pick.
 
Harborough District Council loaned all the litter picking equipment including the pickers, gloves, hi-vis vests, and black bin bags.
 
The volunteers split the collected litter into recyclable and non recyclable content, and 7 refuse sacks (pictured) were gathered - all collected by the Council.
